they should in fact run, but you will probably have to play around
with compatibility settings and so on.
also, any program that is a 32 bit program should run under 64 bit
windows 7, if you give it the right settings, and as said before,
download and install things like vb6 runtime libraries and all that.

and yes, if your processor isn't 64 bit, you won't be able to install
windows 7 64 bit to it at all. it will not let you.

however, in saying that, all mainstream CPUs for about the last 4 to 6
 years have been 64 bit.
and this is a good time to change over to 64 bit, as from all the info
we have, the next version of windows, that is now under development,
will be 64 bit only. not 32 bit in any form.
so a lot of programmers are going to have to start coding programs in
64 bit, and stop this 32 bit stuff. and of course, 64 bit programs
can't run on a 32 bit machine. so the sooner you can get on to 64 bit,
the better, as it offers the most widest range of programs, including
games!
