I am sure it would be fine for you to buy the phone from apple then get some kind of sim free plan separately. Its certainly worth you persuing the vat free option as for example, a sim free iPhone with 64 gb usually costs about £700. If you get it without vat its about £560, so a big saving as I am sure you can appreciate. Some apple stores are not aware of the phone being vat free for blind people, but I know that my local store is, and so are the ones in belfast and covent garden so if a store says to you that's not right about vat free, just try different stores til you find one that is aware,
but from what I hear the majority of stores do seem to know about this.
