First things first. When you load the game, during the logo, press e.
That'll load the English patch if it skips the logo music. Then go down
three times to options and hit enter. Go down twice for the speech option.
Then, personally I recommend going down to the bottom by hitting end for
sapi. Once you click that wait a few seconds and sapi should start talking.
