Keith, According to the code on the mob, that's all you should have to do - give Rath the three items, and he should give back the dagger. There's no extra requirements or triggers that need to be hit. If it didn't work before, there had to be something wrong with the items you gave - perhaps one was bound to another player or something. I just tried it here and it worked fine.
