If you go into bk 2, under the screen reader setting where the nvda and sapi options are, the top is clipboard. Just click it... and you'll get no speech. As to your locale, that's in your changing keyboards and input methods. I don't remember exact steps. I can't find the IME thing, and how can you set the enable clipboard option? I did it in the screenreader, but it didn't work. It just took away my speech, so I had no idea what I was doing.
