Correctly override DISTCHECK_CONFIGURE_FLAGS
In the doclint test, we override the DISTCHECK_CONFIGURE_FLAGS.
If we decide to do so, at least do so with the correct value;
it is not a good idea to disable the haskell tests for distcheck
and expect them to suceed.
