A pin like:
cat /etc/apt/preferences.d/ganeti
               Package: ganeti
               Pin: origin ""
               Pin-Priority: 999

On all nodes except the master would do.

Then the master should be able, upon upgrade, to:
1) shut down ganeti on all nodes
2) install the target version on all nodes
3) backup the config & run the config upgrade
4) restart ganeti & redist-conf
