The two files test/data/htools/hail-{alloc,reloc}-drbd.json contain an
invalid group policy, i.e., a policy that contains extraneous fields.
(This error is introduced in patch da5f09ef6, sorry). Yet, "make hs-shell"
doesn't report any error (tested on 3dd9905d).
hail (and the other htools) should report an error if the configuration
file is invalid. At least, we should a validation when running unit-tests
or shell-tests.
