It is indeed part of the design that gnt-cluster redist-conf does not
distribute this file. The rational behind is that by allowing distributing
of file-stoarge-paths via RPC (as gnt-cluster redist-conf does) you could,
RPC alone, modify arbitrary files.
Note, however, that you can always use gnt-cluster copyfile, which works
over SSH, to distribute the file manually.
