Makefile.am targets "doc/html/index.html doc/man-html/index.html" must
depend on 'lib/opcodes.py' because if this file changes, then the
documentation should be recompiled. However, this dependency must be added
while preserving the fact that compiling documentation in distributed
source tarballs is optional or, in other words, "sphinx-build" is an
optional dependency.
