Hbal considers drained nodes as offline, so it won't use them.
But if an hbal is running before the drain happens, jobs that it has
already calculated, or that it has submitted but haven't started can use
drained nodes. We should change LUReplaceDisks to forbid drained nodes,
unless a special flag is passed (--allow-drained), and of course hbal
should not use that flag by default.
