I'm not sure of this change.
In harep, which is using these tags, you can enable a
cluster/nodegroup/instance to be autorepaired, by adding some tags.
Then, you can also temporarily suspend the authorization by using a
suspension tag, but this only makes sense when the cluster is enabled, from
a logical point of view. So, I'd say it can actually be left as it is, with
suspend being a subtag of ENABLED.
Of course, there isn't any actual user-facing change (the two prefixes are
the same) in either cases.
