Just to clarify, the correct way to use exclusion tags in your example
would be
# gnt-instance add -t sharedfile ... --tags htools:iextags:sapsid:xxx vm1
# gnt-instance add -t sharedfile ... --tags htools:iextags:sapsid:xxx vm2
