be a joined flag for all performance-related tests

There are certain groups of QA-setups (upgrades, tests on
low-resource machines, etc) where it does not make sense to
run any form of performance tests. To simplify the handling
of such a setup, there should be master flag to disable them
all (like the group flags for "os", "env", "rapi", etc).
