The cluster should run normally, we only need to restrict the number of
failovers between groups to prevent network congestion.
All moves of a primary node between groups need to be a failover (either by
default or using a parameter). The intra-group moves can (should) remain
just migrations.
Add a new parameter like --sequential that forces the sequential execution.
It could implemented by adding relative job dependencies when submitting
the list of jobs.
