What steps will reproduce the problem?
1. Set up a 3-node cluster
2. Create a DRBD instance with its primary node on a node different than
the master
3. Mark the primary node of the instance as drained
4. Run harep
What is the expected output? What do you see instead?
I expect harep to migrate the instance from the drained node without
rebooting it. Instead, it performs a failover.
