htools' luxi backend (-L) accesses state-of-world data, so typical hspace
estimations are based on actual sizes of instances. While this is generally
desirable, it can lead to discrepancies between its predictions and hail
allocation failures, as the data provided to hail is state of record. (This
can happen if a cluster is close to the capacity limit and contains resized
but not rebooted instances.)
Therefore it would be useful to have a backend for htools that asks for
precisely the same data that Ganeti will provide to the instance allocator.
