I don't think there are changes between v2.15.2 and stable-2.15 in the
extstorage-related code. The only relevant commit is:

Still I cannot see why it can make any difference.
The above strange behavior is during a local export, right?
Is the export (dd if=..) handled by the OS script or by Ganeti?
What kind of OS definition are you using?
The code does use the generated snapshots only if *all* instance disks
have been snapshot successfully:

Have you seen any logs that imply a snapshot failure?
