so the question is? what do we set the evil bit to? especially when we
have admins who like to name federated hosts "empires"?
Clearly it needs to be user-configurable. Monitoring cores should, upon
receipt of an evil-encapsulated XDR, set the evil flag on all future
multicast packets.
