My plan was once we release 3.0.5, the 3.0.x branch will be closed
(unless it is critical/security bugfixes) and we all focus on 3.1.x.
So to answer you question, I do not plan to re-open it and continue
release on the 3.0.x branch.

Personally, I think a lot of people are eagerly waiting for the
release of 3.1.0 (myself included), so due to the limited
developer-base, I think we should all focus on 3.1.x.
