Since we don't really have anything formal in place yet and this proposal 
seemed like a good idea (to me anyway), I actually started using it in the 
status file already.  The usage of this procedure really isn't out of line with 
what we have already been doing.  Check out the STATUS file entry:

 * libganglia: mcast_if support in gmond (BUG140)

Rather than add a link to the original proposal and wipe out the votes, since I 
am not the original author of the proposal, I simply voted and included a 
comment that a dependant patch was missing.  At this point the original author 
can either correct me if my comment is incorrect by adding a new comment and/or 
starting an email discussion or adjust the proposal and add a comment.  This is 
basically the same procedure that we have always followed, it is just defining 
the process a bit more narrowly and clearly.

If we agree on this definition of the procedure, I can document it on the wiki.
