Well from what I could see of the sources there are just placeholder
functions for the cygwin code. I guess it comes down to actually identifying
which windows functions correspond to getting the cpu count, network
interface byte and packet counts, etc.

Also, perhaps a native mingw32 or ming-sys type version would be more
appropriate here than cygwin so that there is less of a performance hit. Or
would they compare equally for this kind of application? Still, although the
binary sizes may even compare favorably it sure would be nice to just
install a 'gmond.exe' on a machine without the cygwin.dll, and perhaps even
pass a commandline arguement to it so that it installs itself as a service.
