Probably because "Cygwin" is the "OS Name" that Cygwin is reporting to Ganglia over POSIX or libmetrics or whatever that Ganglia uses. (I don't believe that Cygwin apps can easily tell what version of Windows they're running on, but I might be wrong here.)
