Since telnet master 8649 shows data, this indicates that gmond on master
is working.  Try telnet master 8651.  That should connect you to gmetad
and dump the data it has stored.  Then you can compare it with the data
that gmond dumped.

There might be a problem with the gmond/gmetad communication on the
master node.  Since gmetad is connecting to localhost, make sure that
gmond on master is listening on localhost as well as <ip-of-master>.
