Initially gmetad will use the polling interval to create an rrd file with a step size of that interval. However after the rrd file exists, changes to the polling intervals in gmetad.conf will have no effect on the RRD file's step size. So in your case yes, you will blip the RRD file 4 times for every (finally) saved data point.
