Ganglia 3.1.0 has not been released yet, it is currently still under
development.

To help you further, perhaps you can let us know which exact version
you installed, and how you installed it.  Also, what OS are you trying
to run Ganglia on.

Just FYI the latest 3.1.0 snapshots (development release) can be found
