Your request is ambiguous: There are cpu metrics, and system load
metrics, but there's no such thing as "cpu load" metrics.  These are
different sets of data and mean different things.

cpu metrics are already presented as percentages.

System load doesn't make sense as a percentage, as it is not a portion
of a whole, so there's no objective 100% to scale for.

What specifically do you mean?  Which graphs/metrics?
