The configure option '--enable-static-modules' does not exist. Do you
mean '--enable-static-build'? There is a comment next to this switch
which says:

Statically link libGanglia, APR, Expat and Confuse libraries (may
disable some metric modules)

this is how a gmond that has the same module loaded twice will behave.
did you compile the modules statically (--enable-static-modules)? if so
can you check that all path in your configurations are commented out?
