Some people have, yes.

There's commercial and open-source products from GroundWorks
(http://www.groundworkopensource.com/).  IBM has a two part article
about using both Ganglia and Nagios together.  You could also tie
Ganglia and Nagios together using a module in gmond[1].  I imagine
that it would pretty easy to glue Xymon[2] and Ganglia together as
well.

[1] In fact, a generic gmond module that could send Nagios alerts
could be the single most useful extension to gmond ever written.
[2] Hobbit was renamed to Xymon.  I think the estate of a certain well
known author complained.
