I don't THINK you can do this with a simple call to ganglia's existing graph.php but I'd have to examine the source code before I could say definitively.
However, if you have all the relevant RRAs available at the same place, you can generate the graph you're talking about with a single call to rrdtool. You can invoke it and have it displayed on demand in a web browser with one line of PHP code provided you have the right function call. I'm attaching files with the relevant code.
