    At the time I couldn't FIND a recent RPM so I grabbed the highest
version I could find, 3.1.3-1, and rolled my own RPMs from it.

Still, your hand-rolled ganglia-web RPM should still require php-gd.
Can you please run the following command against your ganglia-web RPM?

# rpm -qp ganglia-web-3.1.3-1.noarch.rpm --requires
config(ganglia-web) = 3.1.3-1
php-gd
rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rpmlib(VersionedDependencies) <= 3.0.3-1
