Hi,

your calculation for a week "RRAs "RRA:AVERAGE:0.5:1:40320" are correct.
and yes, you have to specify a seperate datacollection for week, mounth 
and year

but remember, a granularity of 15 sec in a week view make no sense 
because rrdtool can't show you all datapoints ...
or you run a extrem large resolution for your graphs ;)
