The message is generated when gmetric is trying to open UDP sockets to send to your gmond server on. Perhaps the user you're doing this isn't permitted to do so, by firewall policy or something along those lines. You might get better diagnostics by turning on debugging using the debug flag in the gmond.conf.
OTOH, I took a quick look at the 3.1.1 version of the source for the routine that's failing you. (http://ganglia.sourcearchive.com/documentation/3.1.1/libgmond_8c-source.html , the routine is Ganglia_udp_send_channels_create.) The only way it can return no sockets _and_ not generate another error message besides the one you see is if it can't find any udp_send_channel configurations in the configuration file. You might want to try posting your config file so we can look at it for more diagnosis.
