Yeah. That's why later in my original mail I softened my position a bit to: "Doing the work to at least start a document about what makes a good report would be a good sign". My point is just that the champion needs to be willing to step up and and at least take a crack at it. No need to get it perfect the first time out but better to get something out there that folks can respond to.
