That is normal and it isn't something I would expect a developer list like this to ever want to change. Google for "Reply to considered harmful" Better to accidentally send a mail to one person than to spam a list of hundreds. Mutt and many other mail clients support Reply-to-List, lazy people like me use Reply-All (although I usually get in the habit of delete the extra CC if people mention it bothers them).
