Actually, the problem turned out to be the pair of ENCODING statements;
the semicolon at the end of the MimeType list doesn't seem to matter.

Robert Day <[EMAIL PROTECTED]> solved the puzzle by using a divide and
conquer strategy eliminating lines that appeared unnecessary. When the
legacy mixed encoding line is removed all is well.
