You are most likely missing an external dependency.
The GCC java implementation contains a copy of jni.h. For example,
/usr/lib/gcc/ppc64-redhat-linux/4.1.1/include/jni.h
On a Redhat based system, this jni.h is provided by
libgcj-devel
