Thanks Herbert,
Just moving the begin{spacing} down fixed the problem. This was a cut
down file of Alice's, so I will have to check out the other changes with
her. There was an entire single spaced letter at the beginning, but the
simple fix works with that.
I'll look at the preamble more closely after some sleep.
