At least a couple of mfrs make "bypass" style vaccuum motors. 'Way back in the 1970's we used them for loop boxes on tape and film handling systems. IIRC, some of them were capable of around 12" WC compared with the "through" models that could do 19" WC. Not 12VDC, of course.
