Only if the Biochar is sequestered in the ground or other way.  I've suggested 
putting it in old coal mines to clean drainage.  If the decaying matter becomes 
peat or organic compounds which usually attach themselves to the soil 
particles. Then the soil is enriched with organic content. Soil bacteria and 
fungi feed organic food chains.    Dan Dimiduk
