Moved distro-related targets into a separate build file in build/deploy.
- "ant distro" now generates an installer JAR as well as the zip files
- file permissions for both the ZIP files and the installer are taken from
subversion svn:executable properties. This means that the distro target will
now only work in a subversion working copy (i.e. not if you have installed
GATE from a zip or installer), and only if you have the "svn" command on your
path. In practice this shouldn't be a major restriction as only the nightly
build script and the release team should need to run this target.
