Return an URL for getURL() that is the same as for getSourceURL().
For remote URLs this is now identical to the URL used by Sesame POST
to identify the repository, for local repositories the URL is
constructed in an analogous way by appending "/repositories/" and the
repository ID to the file URL. This fixes issue 2931782.
