New York state of mind
I had lunch with Bob Graham 30 years ago or so in the Florida Capitol cafeteria. He and I are Gators. We talked about the need to provide education to delinquent children in state institutions. We all thought that it could be done best through county school systems. The schools were not willing. But, through many years of pressure and Bob Graham's support, Florida's children gained real education through county school systems. This is where governing works. A.
