There are tons of places right around campus where you can rent parking. One block north of University on 12th street, right across from campus behind Gator City, there is a big lot that rents spaces. He can get a UF parking decal (80 dollars a semester I believe) and park on campus and there is always 100% of the time spots in the Park & Ride lot next to Southwest Rec.
