I mentioned the experimental time clock and rules earlier. In addition to the batter being awarded a ball if a pitcher fails to begin his wind up in 20 seconds, a batter who takes more than 20 seconds to get back ion the box will be awarded a strike.
Teams are allowed 90 seconds, 130 for TV games, to take the field between half innings. If the offensive team is late, a strike is awarded the 1st batter. A late defense causes a ball to be granted the 1st batter.
