Partly...Paula and I walk/run there for an hour and a half every day we're in town. It's open for that purpose every day until 10PM. Hundreds of people use it. Running the stairs, which at my age I no longer do, pre-dates my days as a student from 1963-1971. The concourses offer protection from wind, rain and sun year-round and offer up and down ramps for variety and aerobic stress. I recommend a jog up the spiral climb to the Sunshine seats.
