Very old dark joke. We kill 'em with drugs now. It never was true that the lights dimmed. When it was used, the electric chair worked by way of a very large delayed capacitor system. It stored electricity and then discharged it from the capacitor at varying, unpredictable periods of time. That's so the executioner pressing the button doesn't feel directly, personally responsible for the killing. Since the electricity used has already been slowly built up prior to the start of the process, there is no immediate power demand on the system. The death chamber also has it's own electrical system and generator. It's use didn't affect the rest of the prison, much less the surrounding area.
