When did "Most Valuable Player" change to "Most Outstanding Player"?

Why? Who would rather be MOP of their team than MVP? Do they make MOP sneakers?

Doesn't the concept of "outstanding" - one who stands out - make the word "Most" redundant in that phrase?

Who's is in charge of this malarkey?
