How, exactly, will this work?

Point one claims tailgating is allowed.

Point one also says that you may not exit your vehicle with an open container.

Point two says that - in addition - you may not have an open container in your 
vehicle, unless it is in a locked trunk or glove compartment.

As I have not fit in a glove compartment in many years, must I lock myself in 
my trunk in order to tailgate?
