Not sure that anyone specializes in NCAA PED appeals, they seem to be about as common as unicorn eggs. Given that the procedure is unlike anything in the typical practice of law (litigation, arbitration, mediation), one attorney is probably as good as any. That said, none of the Morgan & Morgan billboards I saw on the way up to the game mentioned NCAA appeals.
